Maybe it's because the saltwater lake is so easy to see, but the Guant soldiers, or rather the Romanov soldiers, aren't sending out scouts.

Since no civil war is happening, there's no reason for them to invade Sartzstadt.
However, I understand how invaders might act in cases like this.
I may not own land, but I've studied as a lord, just in case.
"Don't lie! We have information that Sartzstadt is weakened by civil unrest! If you try to hide it, I'll make you pay!"
