Volume 3 Chapter 1 Draft Constitution Of The Holy Maro Empire
Preamble
The citizens of the Empire, under the guidance of a rightful Emperor chosen by the Electors through a legitimate election, are bound to follow the laws established by the Imperial Assembly, which consists of the House of Nobles and the House of Commons.
Although citizens are divided by social class, no discrimination based on race, gender, heritage, wealth, belief, or religion shall be tolerated within the same class.
Article I
Nobles of the Empire shall retain their current lands, but are strictly forbidden from seizing territory through private warfare. Any violation of this shall be judged through a fair trial and legal process.
Article II
Upon the death of an Emperor, the Electors are obligated to hold an election without delay.
Each Elector is granted the right to run as a candidate in the imperial election. Voting rights for imperial nobles are distributed based on rank as follows:
* Grand Dukes to Dukes: 4 votes
* Margraves to Marquises: 3 votes
* Counts: 2 votes
* Viscounts to Barons: 1 vote
Additionally, even commoners may cast one vote through the unanimous decision of the council of an Imperial Free City, which reports directly to the Emperor.
Article III
The Imperial Government shall treat all religions with equal respect, showing neither favoritism nor discrimination. The creation of laws that benefit only a specific faith is strictly prohibited.

Candidates who gain the trust of voters through election shall be recognized as Members of the House of Commons. Their duty is to report on pressing matters within the Empire and to propose solutions through legislative bills. Terms last six years.
The House of Nobles shall consist of five noble members selected from each region by majority vote. These representatives are sent to the central government.
The House of Nobles must review all legislation proposed by the House of Commons, with the duty to either improve or reject such bills in order to assist the stable governance of the Empire. Terms last four years.
Article VI
The Imperial Government is obligated to provide places of learning to those who pursue knowledge. A minimum of three academies must be established in each city.
Censorship of debates and academic writings within these institutions by the Imperial Government is strictly prohibited.
