Using a magic tool in that water collection tank to neutralize-- no, detoxify the water, let's say? If that's the case, then they would have to use a bucket or something to scoop up the water in that situation. Even though it was dark, I couldn't find any equipment or traces of it.
Well, if they removed it at the end of last year when the magic tool stopped, maybe that's the state it's in. But then, how are they distributing water to the town below? That's what happens.

Perhaps the improvement of this Magic Tool was done by the father of Howri-something or maybe the Magic Tool stopped naturally when the magic stones ran out, or someone intentionally stopped it. It's impossible to predict. But we can't exactly ask someone who has already died.
